Little Crow Elderly Housing Project <br /> File No. .12139-1 <br /> C=cents <br /> This proposal is for construction of a 36=unit apartment building for elderly <br /> persons located between Rivoli and Otsego Streets a short distance north of <br /> Lafayette Road. The building would have 35 one-bedroom units initially renting <br /> for S540 per month and a resident manager's unit. Construction would be <br /> financed through the Section 202 Program and Section 8 funds would be used to <br /> subsidize tenant rental payments. <br /> The proposal is consistent with the comprehensive plan that has been reviewed <br /> by the Metropolitan Council . Central sewer and water are available and <br /> Metropolitan interceptor and treatment capacity is adequate. <br /> The site is near the edge of a residential neighborhood that bord:rs a <br /> eaMecereial/industrial area. It is remate from desirable residential cc=er:tal <br /> services. There is no pharmacy, retail variety shopping, beauty/barber shop, <br /> bank or library within a half-mile and the closest grocery is three <br /> blocks away. The site is near a park and a regular bus line on Lafayette <br /> Road. The remoteness of the site from residential coMrercial services and <br /> particularly a pharmacy conflicts with Council policy for accessibility of <br /> assisted housing to c=ercial services. <br /> The site is adjacent to a 36-unit Section 202 prof e.t of the National Handicap <br /> Housing Institute that is nearing completion. It is within three blocks of <br /> Labor Plaza, a 67-unit Section 202 project for elderly people. Another Section ' :• <br /> 202 project in such close proximity to the others would conflict with Council <br /> policy discouraging the concentration of housing for law-income people. <br /> It is hoped that these conflicts with regional policies for the accessibility <br /> and careful distribution of assisted housing will not discourage the sponsor <br /> from finding a more suitable site in the future. A high proportion of <br /> previously selected Section 202 pr:posals were refined over a number of years <br /> prior to being selected. <br /> No negative impact an the environment or metrcoolitan services is anticipated <br /> if the proposal is implemented. Air and vehicle traffic are not likely to <br /> detrin*ntally affect the intended residential site use. It should be noted <br /> that no grading, surface drainage or sail suitability inrornaticn was provided <br /> for this review. Consequently, although no prcblemrs are anticipated, any <br /> related issues regarding this site were not evaluated within the scope of this <br /> review. <br /> LS9774 <br /> i <br />
