Childs: <br /> Decision Resources,. Ltd . , is pleased to present this survey <br /> research proposal to the City of Saint Anthony . Much of this <br /> proposal is based upon our earlier discussion with you about the <br /> city 's research needs'. This prospectus is organized in three <br /> parts: a discussion of the goals of the research ;- a proposed <br /> design and schedule; and , estimated project costs. As you will <br /> • see, I am certain that DRL can provide the City of Saint Anthony <br /> with the information it seeks in both a cost-effective and timely <br /> manner . <br /> GOALS CF THE RESEARCH: <br /> The survey would assess the attitudes and needs of Saint Anthony <br /> residents on four separate, but interrelated , issues: <br /> T . EVALUATION OF CURRENT SERVICE LEVELS . How satisfied are <br /> residents with current .city services? Are there any services <br /> which are rated as duplicative or unsatisfactory? Are there any <br /> services which residents feel should be newly offered or <br /> augmented? How much would residents be willing to pay to <br /> continue current service levels? <br /> 2. BUDGETARY PRIORITIES. What services , if any , would citizens <br /> be most willing to have cut or curtailed -to avoid additional <br /> taxes? For what services would they be likely to pay users fees? <br /> If cuts were needed in the general city budget , in what areas <br /> should the reductions be made? For what services and levels <br /> would citizens be willing to accept a prudent tax increase? <br /> 3. FUTURE DEVELOPMENT . How do residents see their city? What <br /> features do they consider most important in retaining its <br /> • identity? What changes would they like to see? Are there <br /> development priorities that citizens currently possess?
