St. Anthony, like <br /> most �Minnesota communities-, has taken on other responsibilities <br /> as well. Parks and recreation are important to Minnesotans. <br /> City governments are also active in economic development <br /> planning,. . . <br /> A survey can be justified only if the results assist city <br /> government in delivering these services .more effectively and- <br /> efficiently. As Mid-Continent Research designs and .analyzes the <br /> proposed survey, this consideration will be of paramount <br /> importance. <br /> Mid-Continent envisions two broad classes of issues which should <br /> be addressed: <br /> o The first pertains to existing municipal services . How <br /> satisfied are citizens? Are there specific problems that <br /> need to be addressed? Are they being equitably distri- <br /> buted? These are management issues in the narrow sense <br /> of administrative effectiveness. <br /> .o The second class of ,issues is broader in scope. They <br /> pertain to: goals , policies , and future direction. What <br /> will the village be like in another .five years? Ten <br /> years? What might the needs be for non-governmental <br /> services? What. role, if .any, should the village play <br /> ( 2 ) <br />
