St. Anthony is nestled in the center .of <br /> a large metropolitan area and does not have a unique telephone <br /> exchange. A slight bias is introduced, but not enough to <br /> jeopardize the overall validity of conclusions. <br /> Data Collection <br /> Self-administered questionnaires have been used in the past to <br /> elicit citizen input. However, Mid-Continent Research believes • <br /> that a telephone survey is more appropriate in this case. We <br /> have found that people are much likelier to express opinions <br /> orally than they are to write them on paper. Much of the <br /> proposed survey will consist of "structured" questions with fixed <br /> !response choices, but there will also be "open ended" questions <br /> which ask. the respondent to express thoughts and ideas freely. A <br /> further advantage is that a trained. interviewer can ask <br /> respondents to clarify statements that are incomplete or vague. <br /> This is obviously- not possible in a self-administered <br /> questionnaire. <br /> Interviews will be conducted from Mid-Continent' s WATS telephone <br /> center in Minneapolis. An experienced supervisor will oversee • <br /> all work and will monitor at least ten percent of the interviews, <br /> ( 5 ) <br />
