He said he perceived the initial 17 communication with the engineers had been incomplete resulting in 18 their basing their $5 , 000 fee estimate on a $40 , 000 project without 19 the auto activated phase the Commissioners considered necessary. 20 Rectifying this oversight brought the RCM bid up to $8 , 000 , which was 1 " the same as the other engineering firm who had bid on the project had 2 originally proposed.
