1 Council space had already been provided in the Blaine station to recycle <br /> those materials as soon as a system for compacting the materials is <br /> found which would make transportation economically feasible. <br /> 4 Mr. Gencauski mentioned that the National Recycling Conference will be <br /> 5 held that week in the St. Paul Radisson where approximately 2 ,000 people <br /> 6 from across the country were studying recycling. <br /> 7 Councilmember Marks reported that a resident who was not a Waste <br /> 8 Management, Inc. customer had complained to him about having to pay by <br /> 9 quarters for service which would not be provided for three months after <br /> 10 payment. He indicated he had. pointed out to the complainant that <br /> 11 other services like newspapers also billed in advance of the product <br /> 12 they delivered. <br /> 13 Residents' Absence Bothers Councilmembers <br /> 14 Councilmember Ranallo commented that he was quite surprised that, <br /> 15 considering all the conversation which the recycling proposal had <br /> 16 generated throughout the community, none of those persons had bothered <br /> 17 to attend the hearing to express either their concerns about or <br /> 18 - approval of the proposal. He said in view of all the publicity the <br /> 19 hearing had gotten and the notices which other garbage haulers had been <br /> 20 sent, he thought it was "quite lackadaisical" on the part of both <br /> 21 residents and haulers not to come to the hearing. Mayor Sundland <br /> 22 agreed with him that 1190 days from tonight, when the Council would be <br /> 23 awarding the contract for the recycling service would not be the time <br /> Iswhen public input would be invited" . Councilmember Enrooth said he <br /> perceived there was little else the City could have done to let the <br /> 26 residents know what their part was going to be in the recycling program <br /> 27 which they must have realized was inevitable from all the media <br /> 28 interest in the issue which had been demonstrated the last year or so. <br /> 29 When there was no response to the invitation to persons in attendance <br /> 30 "not to be shy about expressing their opinions" , the hearing was closed <br /> 31 at 8: 22 P.M. at which time the City Manager read aloud the resolution <br /> 32 staff was proposing, the wording of which he indicated had been taken <br /> 33 right from the law concerning organized collection. <br /> 34 Council Action <br /> 35 Motion by Marks, seconded by Enrooth to adopt Resolution 88-040 by which <br /> 36 the City of St. Anthony announces its intent to organize the collection <br /> 37 of solid waste in the City and invites the participation of interested <br /> 38 persons in planning and establishing the organized garbage collection. <br /> 39 RESOLUTION 88-040 <br /> 40 A RESOLUTION OF INTENT REGARDING ORGANIZED SOLID <br /> 41 WASTE COLLECTION <br /> 42 Motion carried unanimously. <br /> • 9 <br />
