1 Councilmember Ranallo indicated he and all the other members of the <br /> 2 Board of Directors of the above organization had to undergo a security <br /> 0 check in anticipation that might happen. He said the non-profit <br /> organization which was established in Minnesota under the Pipeline <br /> 5 Safety Law after the pipeline explosion in Moundsview had been adopted <br /> 6 as a model for federal legislation by Senator David Durenberger and <br /> 7 Congressman Bruce Vento as a bi-partisan program which would be <br /> 8 demonstrated for some federal official , hopefully the President, by <br /> 9 Congressmen Oberstar up north and Penny in the southern part of the <br /> 10 state. <br /> 11 The rules and regulations which govern utility digging anywhere in the <br /> 12 state had been written after many, many meetings of the Board and would <br /> 13 be put into force October 3rd, the Councilmember indicated. Under <br /> 14 those regulations any city or company who wants to dig a utility line <br /> 15 would first have to call the Gopher One phone number to ascertain what <br /> 16 might already be underground in the- location they wanted to dig. The <br /> 17 program was not without problems, he added, since some smaller <br /> 18 communities with only water lines underground, have indicated an <br /> 19 unwillingness to join and the Department of Transportation has up to <br /> 20 this date refused to comply. <br /> 21 These meetings, many of which were day long and held every other week, <br /> 22 as well as the meetings he was attending for the League, had kept him <br /> 23 pretty busy, Councilmember Ranallo said. <br /> 24 Marks Finds First Rail Transit Meeting Very Interesting <br /> is The Councilmember reported that in spite of his own heavy schedule, he <br /> 26 had' been able to attend the September 14th meeting of the <br /> 27 Anoka/Hennepin Light Rail Transit Intergovernmental Advisory Committee. <br /> 28 He said one of the alternative routes being considered would utilize <br /> 29 Highway 88 and existing rail tracks like those east of the highway which <br /> 30 had been used as a rail transfer line. <br /> :r. <br /> 31 Councilmember Marks said he had sat next to Anoka County Commissioner <br /> 32 Paul McCarron during the BRW presentation and the official's insistence <br /> 33 that Anoka would be the first county to have a rapid transit system had <br /> 34 convinced .him that was quite possible.
