Dozens or even . hundreds of individual computer runs <br /> may be needed in order to design a specific proposal that is <br /> acceptable to the participants . the elements of the system that <br /> will be considered in designing a proposal may include the <br /> following: <br /> Classifications and assessment ratios. <br /> LGA , disparity aid , and other equalization formulas . <br /> The homestead credit , other- credits , and, 4n the case of <br /> the alternative proposal , transition aid payments or other <br /> programs that replace the homestead credit . <br /> Categorical aids , such as the welfare takeover that are <br /> either in addition to or in lieu of other state-paid aids . <br /> Fiscal disparities or tax base sharing programs . <br /> Income adjusted property tax refunds or an income adjusted <br /> homestead credit. <br /> Extensive computer analysis is needed to assess the <br /> • inter-related impact of changes to all elements of the system. It <br /> will be necessary for the Constituency Groups to focus the research <br /> effort very early in the process . without some initial policy <br /> agreements , the research effort could become unfocused and would <br /> more likely be unproductive. The research work for the first <br /> several meetings would be designed to help the members of the <br /> Committee reach a preliminary agreement on the direction that the <br /> proposals should take. <br /> The research needed to develop specific proposals may <br /> include some of the more specific research tasks already suggested <br /> by Committee members, assuming that. the Committee agrees that these <br /> specific research tasks are needed . <br /> Some of the specific items suggested so far include: <br /> Analysis of impact and appropriateness of using city size <br /> as a basis for distributing aids . <br /> Elimination of split classifications ; impact on tax <br /> burdens and on the distribution of aid . <br /> Research on the design of new property tax systems that do <br /> not require or encourage mill rate buy-downs or mill rate <br /> equalization . <br /> • - Research on single aid programs that could replace the <br /> multiple programs in current law. <br />
