I be helpful to have overhead transparencies provided to lay over maps and <br /> 2 better demonstrate just where the rail lines were being proposed. <br /> 3 Ms. VanderHeyden reported she had been attending the Technical Advisory <br /> 4 Committee meetings and Councilmember Marks indicated his Committee had <br /> 5 requested to see the minutes of those meetings to give his Committee <br /> 6 more reliable information on which to base their own recommendations. <br /> 7 DEPARTMENT AND COMMITTEE REPORTS <br /> 8 -The only report in the agenda packet under that heading was the <br /> 9 February Liquor Operations Sales Summary, which was ordered filed for <br /> 10 future reference. <br /> 11 CITY MANAGER REPORTS <br /> 12 Possibility Explored of St. Anthony Chamber of Commerce Taking Over <br /> 13 Float Project <br /> 14 While Councilmember Makowske was consulting privately with a resident <br /> 15 who had come to talk about snow plowing differences, Councilmember <br /> 16 Enrooth commented that he understood the research he had done before he <br /> 17 left on his trip to Florida had "become moot" while he was gone, but he <br /> 18 wanted to report nevertheless that his study had estimated the Public <br /> 19 Works Department involvement in the float project as well as up front <br /> 20 insurance costs could run between $2,400. 00 and $4,000.00. However, he <br /> 21 said he had also. learned that the insurance factor was such as to almost • <br /> 22 prohibit the City from contributing towards that portion of the float's <br /> 23 costs. <br /> 24 Councilmember Ranallo indicated he was certain the Float Committee was <br /> 25 still expecting the City to pay the insurance costs for the project and <br /> 26 he asked for further clarification of Councilmember Enrooth's <br /> 27 assumption, indicating he had understood from conversations he had with <br /> 28 the Mayor of Rochester regarding that city's float, that the City would <br /> 29 only have to pay a nominal amount like $50.00 to include the float under <br /> 30 the City's League Trust Fund umbrella liability coverage. Councilmember <br /> 31 Enrooth told him the basis for the City's lower umbrella liability <br /> 32 premium was that the City would have to carry higher deductibles which <br /> 33 would have to ,be absorbed by the City if an accident connected to the <br /> 34 float should occur. He said the City would have to pay the $10,000 <br /> 35 deductible out of its own cash flow, if an accident occurred. Covering <br /> 36 the float could therefore expose the City to a liability beyond what the <br /> 37 Council had . originally intended to include under its insurance <br /> 38 deductibles. Mr. Childs said he didn't have the exact figures of what <br /> 39 the City would have -to pay to insure the float separately, but he was <br /> 40 quite certain the premiums would be the same as for any other commercial <br /> 41 effort. <br /> 42 The City Manager then reported that during the St. Anthony Chamber of <br /> 43 Commerce meeting he had attended that morning, several Chamber members <br /> 44 had indicated they perceived the float should logically be undertaken • <br /> 6 <br />
