1 reasonable business in St. Anthony" , especially since most of the <br /> 2 regulations would be state mandated in a year or so anyway. • <br /> 3 Mayor Sundland agreed that he didn't anticipate much opposition from the <br /> 4 residents themselves and said unless he was wrong, he perceived it might <br /> 5 be possible to shorten up the process by incorporating a couple of <br /> 6 readings into one Council meeting. <br /> 7 Staff to Continue Working With Haulers Regarding Recycling Incentives <br /> 8 and Containers <br /> 9 A joint City/hauler incentive program would be pursued further and the <br /> 10 possibility of the City providing recycling containers paid for from <br /> 11 County funds was also discussed. There was also recognition that unless <br /> 12 80% of the residents continued to chose Waste Management Inc. as their <br /> 13 hauler, that company would probably not be able to afford to provide the <br /> 14 recycling equipment it now does for the City Recycling Center, which <br /> 15 would have to be phased out. Mr. Childs reported that conversations he <br /> 16 had recently held with Waste -Management Inc. indicated they weren't <br /> 17 closing the door completely on continuation of their existing non- <br /> 18 containerized collections in the Village. He thought they might even <br /> 19 institute a containerized program themselves under which their customers <br /> 20 would be charged for the containers. <br /> 21 NEW BUSINESS <br /> 22 1989 Employment Agreement with David Childs to be Executed • <br /> 23 Motion by Marks, seconded by Enrooth to adopt Resolution 89-008 which <br /> 24 continues Mr. Childs' employment as St. Anthony City Manager for,. 1989. <br /> 25 RESOLUTION 89-008 <br /> 26 A RESOLUTION AUTHORIZING THE MAYOR OF THE <br /> 27 CITY OF ST. ANTHONY TO EXECUTE THE <br /> 28 EMPLOYMENT AGREEMENT BETWEEN DAVID M. CHILDS <br /> 29 AND THE CITY OF ST. ANTHONY <br /> 30 Motion carried unanimously. <br /> 31 Rieke-Carroll-Muller Low Bidder to Provide Feasibility and Cost Study <br /> 32 for M.S.A. Roads <br /> 33 The three quotations received by Public Works Director Hamer to provide <br /> 34 maintenance evaluation of four concrete M.S.A. streets in St. Anthony <br /> 35 had been attached to Mr. Hamer's March 1st memorandum listing those <br /> 36 streets and recommending the Council accept the lowest bid. <br /> 37 Council Action <br /> 38 Motion by Enrooth, seconded by Makowske to accept the low bid of not to <br /> 39 exceed $3 ,700.00 from Rieke-Carroll-Muller Associates,, Inc. to do a <br /> 10 <br />
