MEMORANDUM <br /> DATE: April 11 , 1989 <br /> TO: David Childs, City Manager <br /> FROM: Larry Hamer, Public Works Director <br /> ITEM: TRAFFIC SIGNAL - 37TH AVENUE N.E. AND STINSON <br /> BOULEVARD <br /> A meeting was held regarding placement of the above, <br /> which included representatives of Hennepin County, the <br /> City of Minneapolis, the City of Columbia Heights, and <br /> myself. <br /> Hennepin County has already conducted a study on the <br /> signal light which indicates the 37th/Stinson <br /> intersection meets the criteria for MSA funding. The <br /> ,City of Minneapolis suggested they (Minneapolis) do the <br /> construction and installation for the signal. They <br /> construct their own signals and meet all regulations <br /> regarding competitive bidding and also the MSA <br /> requirements. <br /> The cost estimate for the signal is $70,000 to $80,000. <br /> (This signal would need to have several more functions <br /> than did the signal on Kenzie Terrace. ) St. Anthony's <br /> share would be approximately $30,000 . This amount is one <br /> portion of the cost of the signal plus the County's <br /> policy of one-half of its portion of the cost. <br /> There was discussion as to combining construction of the <br /> signal at 37th with a signal 39th and Stinson. The City <br /> of Minneapolis is checking into whether their crews will <br /> be able to do construction that is outside Minneapolis' <br /> boundaries, The City of Columbia Heights will do the <br /> feasibility study. for the signal at 39th/Stinson. <br /> It was thought that considering the joint powers <br /> agreement and other MSA related paperwork, construction <br /> on the project would probably be targeted for 1990 MSA <br /> funds. <br /> Recommend Council agree to the - concept of the City of <br /> Minneapolis constructing the traffic signal and approve <br /> the preparation of the Joint Powers Agreement needed to <br /> obtain MSA funding for this project. <br /> LH:cjk <br />
