Annual Police Report were <br /> 10 distributed to the City Council . <br /> 11 <br /> 12 Chief Engstrom commented that the decrease in property <br /> 13 crimes is due to the fact that the youth population in <br /> 14 the City is decreasing. He also noted that the business <br /> 15 climate is changing . The drop in criminal activity <br /> 16 started in the early 80 ' s but the Chief felt this <br /> 17 activity would be going up again as criminal activity in <br /> 18 all first-ring suburbs is increasing. <br /> 19 <br /> 20 It has been observed that many residents are applying for <br /> 21 permits to buy handguns . The Chief speculated that the <br /> 22 purpose of these guns is for domicile protection rather <br /> 23 than to be carried on the person . <br /> 24 <br /> 25 Chief Engstrom observed that the department has a very <br /> 26 youthful staff with eighty percent of the officers having • <br /> 27 under ten years of service. He feels the department is <br /> 28 very well served by these officers and has an excellent <br /> 29 future . <br /> 30 <br /> 31 Narcotics appears to be the basis for most of the <br /> 32 burglary crimes in the City. There are several local drug <br /> 33 dealers and many opportunities for this type of activity <br /> 34 are presented with the location of two shopping centers <br /> 35 in the City. There have been several drug deal arrests <br /> 36 and some of them have been quite profitable for the City <br /> 37 as revenue sources . Some officer training and equipment. <br /> 38 has been paid for from the money realized from the drug <br /> 39 arrests . <br /> 40 <br /> 41 To date, the Chief has observed there have been an <br /> 42 increase in assaults , burglaries and narcotics <br /> 43 activities . Domestic calls have decreased from 1990 to <br /> 4.4 1991 . The Chief advised there has been a very acceptable <br /> 45 clearance rate for crimes . Discussion continued regarding <br /> 46 the D.A. R. E. Program and the Fire Arms Safety Program. <br /> 47 The Chief noted that Police Reserves are trained on the <br /> 48 use of weapons . <br /> 49 <br /> 50 <br /> • <br />
