STAFF REPORT <br /> DATE: June 9, 1994 <br /> TO: Mayor and Councilmembers <br /> FROM: Larry Hamer, Interim City Manager <br /> ITEM: SIGNAL LIGHTS ON STINSON.BOULEVARD <br /> We have received a Justification Report for the signal lights on Stinson <br /> • Boulevard between 38th Avenue N.E. and 39th Avenue N.E. from the City of <br /> Columbia Heights. The report includes information on Minnesota State Aid <br /> traffic warrants, accident ratio on Stinson and costs of the project. The cost to <br /> the City of St. Anthony will be about $50,000.- <br /> Half of the $50,000 will be funded by Minnesota State Aid (MSA). The second <br /> half could be funded by Tax Increment Financing by adding to the plans for the <br /> Apache Tax Increment Financing District. <br /> RECOMMENDATIONS <br /> I discussed this project with Columbia Heights and informed them that if the St. <br /> Anthony City Council approves the signal light system, installation should be <br /> after the Apache TIF district is in place. This is my recommendation to the <br /> Council also. In addition, if the Apache TIF goes into effect, the signal light <br /> will be beneficial to the City of.St. Anthony. <br /> • <br />
