<br /> Subd. 89.' Specified Sexual Activities. (i) actual or simulated sexual intercourse, oral
<br /> copulation, anal intercourse, oral-anal copulation, bestiality, direct physical stimulation
<br /> of unclothed genitals, flagellation or torture in the context of a sexual relationship, or
<br /> the use of excretory functions in the context of a sexual relationship, and any of the
<br /> following sexually-oriented acts or conduct: anilingus, buggery, coprophagy,
<br /> coprophilia, cunnilingus, fellatio, necrophilia, pederasty, pedophilia, piquerism,
<br /> sapphism, zooerasty; or (ii) clearly depicted human genitals in the state of sexual
<br /> stimulation, arousal or tumescence; or, (iii) use of human or animal ejaculation,
<br /> sodomy, oral copulation, coitus, or masturbation; or, (iv) fondling or touching of nude
<br /> human genitals, pubic region, buttock, or female breast(s);'oF, (v) situations involving
<br /> a person or persons, any of whom are nude, clad.in undergarments or in sexually
<br /> revealing costumes, and who are engaged in activities involving the flagellation,
<br /> torture, fettering, binding or other physical restraint of any such persons; 'or, (vi) erotic
<br /> or lewd touching, fondling or other sexually-oriented contact with an animal by a
<br /> human being; or, (vii) human excretion, urination, menstruation, vaginal or anal
<br /> irrigation.
<br /> Section 3. Chapter 16 of the City Code is hereby amended to add a new Section 1670
<br /> to read as follows: •
<br /> SECTION 1670 - SEXUALLY-ORIENTED BUSINESSES
<br /> 1670.01 Council Findings, The City Council has reviewed various reports regarding sexually-
<br /> oriented businesses and has considered studies done in other cities, ordinances of other cities,
<br /> court cases regarding sexually-oriented businesses, and other materials pertaining to adult uses
<br /> and sexually-oriented businesses. In particular, the Council has reviewed materials related to
<br /> the adverse secondary'characteristics related to adult uses and sexually-oriented businesses.
<br /> The Council has reviewed evidence taken from the City of,Minneapolis, where studies have
<br /> shown a strong correlation between sexually-explicit businesses and increased crime rates, and
<br /> from the City of St. Paul, where studies have suggested such a correlation as well as a possible
<br /> correlation between sexually-oriented businesses and depressed property values. The City
<br /> Council has also relied upon evidence taken from reported court cases involving other
<br /> municipalities which are smaller suburban cities in Minnesota and in other states. The City
<br /> Council believes that the experiences of the cities of Minneapolis and St. Paul are relevant to
<br /> the City of St. Anthony because of their close proximity, and that the smaller cities involved in
<br /> cases from Minnesota and other states are similar in their position as relatively small suburbs
<br /> to major metropolitan areas.
<br /> After careful consideration of these materials and other materials, including the Report of the
<br /> Attorney General's Working Group on the Regulation of Sexually-Oriented Businesses
<br /> (Minnesota Attorney General's Office, June 6, 1989), and in order to prevent the problems
<br /> that cities around the nation have encountered with the unregulated location of adult uses and
