E . were withdrawn , had been distributed to the Council members who had concluded there would be no need 'for action on the Commission recommendation that they deny the rezoning request . The Council concurred with the Commission recommendation of approval of the request for a fence variance at Skycroft Circle . Motion by Councilman Makowske and seconded by Councilman Marrs to follow the recommendations of the Planning Commission to grant a two foot variance to the . City Fence Ordinance requirement which would allow Ken Hiebel to construct the 2 foot high fence he oroposed, with an open rafter attachment to his house at 3341 Skycroft Circle, con- tingent upon the rafters being not less than 24 inches on center and never being covered in such a manner as to constitute a roof or shelter.
