Discussion and Preliminary Approval of the Comprehensive Plan. <br /> 2 Mr. Bill Weber, BRW, Inc., explained he was here this evening to present the Draft Plan of <br /> 3 the Comprehensive Plan and request approval to send it to adjacent Cities and the <br /> 4 Metropolitan Council for comments. A public hearing and City Council approval will be held <br /> 5 in the fall. The results of the Surface Water Management Plan will be folded into the Draft <br /> 6 Plan as well as any resulting land use issues. <br /> 7 Mr. Weber explained that at the start of the Comprehensive Plan Update process, the City <br /> 8 stated it considered itself a "village" and that has been the driving force behind the <br /> 9 Comprehensive Plan. The town square is made up of Central Park and the civic element in <br /> 10 the middle of the City. There is an identifying main street and two or three identifying <br /> 11 crossroads. There is a commercial center on the north and south ends of town and there are <br /> 12 five or six very fine residential neighborhoods surrounding the core of the City. <br /> 13 Minor changes have been suggested to the land use plan, as well as improvements to the street <br /> 14 systems. These include landscaping and other improvements on Silver Lake Road, especially <br /> 15 with the rebuilding of the bridge; enhancements by private entities with the redevelopment of <br /> 16 Apache Plaza; continued enhancement in the Kenzie Terrace area as the City continues to <br /> 17 acquire land in that area; and marking the entrances and exits to the City with clearly defined <br /> 18 landscaping. Another possible improvement would be providing bike lanes and signage and <br /> 19 tieing into the regional bike parkways on St. Anthony Boulevard and possibly Stinson • <br /> 20 Boulevard. Another possibility would be to relocate the Public Works site to a site southwest <br /> 21 of the Apache Plaza and replacing it with a park. This would support increased residential <br /> 22 activity in that part of the City. There is currently an uneasy mixture of residential and <br /> 23 industrial in that area. He suggested the area move toward the direction of residential as it is <br /> 24 not a long-term strong industrial area. The City should also monitor the St. Anthony <br /> 25 Shopping Center site for an opportunity or need for change over the next decade. <br /> 26 Mayor Ranallo questioned the rationale in relocating the Public Works site to a location where <br /> 27 the property may cost as much as $1 million. <br /> 28 Mr. Weber stated the suggested area for relocation of the Public Works site could be obtained <br /> 29 at a marginal cost. He suggested that if the area were to remain industrial and residential,_the <br /> 30 two uses should be segregated with the use of some type of buffer. <br /> 31 Motion by Faust, second by Enrooth for preliminary approval of the Comprehensive Plan <br /> 32 Update for the City of St. Anthony as submitted, to allow the process to move forward. <br /> 33 Motion carried unanimously. <br /> 34 D. Discussion and Preliminary Approval of the Comprehensive Water Resource Plan. <br /> 35 Mr. Peter Willenbring, WSB Associates, presented an abbreviated copy of the St. Anthony <br /> 36 Water Resource Management Plan to Councilmembers. He explained the items not included is <br /> 37 were the appendix, background information, and general information available at the City. <br />
