If owners were unwilling to sell, the City <br /> could acquire the property by use of its power of eminent domain. If such properties <br /> were acquired by condemnation, the property owners would receive an award equal <br /> to the fair market value of the property. This would be based upon what the _ <br /> properties would.sell for, and it would have nothing to do with how much money <br /> the owner had in the property. <br /> I think everyone appreciates the fact that residents have suffered greatly from <br /> the heavy rainfalls throughout this year, both in St. Anthony and in other parts of <br /> the metropolitan area.
