U S WEST Communications <br /> 426 North Fairview Room 101 <br /> St.Paul.MN 55104 <br /> Wireless <br /> January 13, 1998 <br /> Kim Moore-Sykes — Management Assistant <br /> Saint Anthony Village <br /> 3301 Silver Lake Road <br /> Saint Anthony, Minnesota 55418 <br /> RE: Application for a Seventy-Five (75) Foot Personal Communications Antenna <br /> Support Structure with Associated Base Station Equipment 2801 37t°Avenue N.E. <br /> US West Site No. MIN-206b <br /> Dear Ms. Moore-Sykes: <br /> This letter is designed to comply with the application procedures for a Conditional Use Permit <br /> that will allow the placement of a Personal Communication Services (PCS)monopole antenna <br /> support system and associated base station equipment at 2801 37`h Avenue N.E., Saint Anthony. <br /> INTRODUCTION <br /> US West Wireless (US West) is licensed by the Federal Communications Commission (FCC) and <br /> is scheduled to deploy a wireless PCS system for Saint Anthony and the surrounding area in the <br /> first quarter of 1998. See (Exhibit "A"). To fulfill its mandate from the FCC, US West will be <br /> developing a grid of antenna throughout its service area. These antenna must be spaced, <br /> depending on certain technical and geographical variables, at intervals approximately two (2) <br /> miles from each other and at a height of approximately seventy-five (75) to one hundred twenty <br /> (120) feet above the ground. The intent of the deployed system will be to provide wireless <br /> services to all Twin City area communities. Since US West intends to utilize PCS as an <br /> affordable Wireless Local Loop service, coverage at the neighborhood level is essential (unlike <br /> Cellular, which is typically a high-cost mobile service). <br /> Each US West PCS site consists of an antenna support structure (monopole); 6-9 directional. <br /> antenna and three cabinets that house the electrical equipment. Aesthetics and site design are of <br /> great importance in every US West PCS facility, sites are constructed to be as inconspicuous.as <br /> possible. In Saint Anthony, a 75' monopole in a Light Industrial zoning district is proposed. The <br /> monopole will be screened from view in most directions by existing vegetation. The color of the <br /> monopole will be chosen to blend in with the surrounding environment and the antennas will be <br /> placed close to the monopole to reduce visibility. As the enclosed computer-generated rendering <br /> show, US West is offering to construct one of the most visually acceptable antenna support <br /> structures of any of the present PCS/Cellular providers. See (Exhibit "B"). <br /> PCS Wireless Technology <br /> PCS is a new wireless telecommunication service that is personalized to the individual. PCS <br /> technology will allow a variety of telecommunication services, including local and long distance <br /> telephone services, portable telephone and facsimile transmission capability, caller identification <br />
