City Council Regular Meeting Minutes <br /> • July 14, 1998 <br /> Page 5 <br /> 1 Cavanaugh stated he would be interested in seeing the Economic Analysis which was performed <br /> 2 in regard to that area.in the 1980s: It apparently would have some relevance as the demographics <br /> 3 have not changed. <br /> 4 Thuesen stated he would also be interested in seeing that report. <br /> 5 Morrison reported that Metropolitan Council approval of the Comprehensive Plan is being <br /> 6 delayed until the City Council approves a resolution adopting a Surface Water Management <br /> 7 Ordinance. Staff has met with the Metropolitan Council representative and received a letter <br /> 8 explaining that the adoption of this Ordinance is required. The resolution will be on the July 28 <br /> 9 Council agenda for adoption. Staff will also discuss this Ordinance with the Silver Lake <br /> 10 Homeowners Association. <br /> 11 Marks asked if this Ordinance would include not mowing the grass near the lakeshore. <br /> 12 Morrison stated that is a suggested item of the Ordinance but is not required to be included. :He <br /> 13 stated other Cities have not included that requirement as it is difficult to enforce and often pits <br /> 14 neighbors against one another. <br /> Mayor Ranallo announced that the first Parks Commission meeting will be held on July 21 at <br /> 8:00 p.m. He also announced that the August Council Work Session will be held on August 5 at <br /> 17 6:00 p.m. and the Council will begin to work on the 1999 budget. <br /> 18 VIII. PUBLIC HEARINGS. <br /> 19 Tom Wratkowski,2716 Murray Avenue NE,stated he has been a resident of the City of St. <br /> 20 Anthony for eleven years and was a member of the Storm Water Management Task Force. He <br /> 21 was glad to have been a part of the process and to know more about the problems that the City <br /> 22 has had for a long time. <br /> 23 Mr. Wratkowski expressed support for the Council and the work they have done so far. He noted <br /> 24 the questions which have been posed to WSB in regard to the proposed plan. He suggested that. <br /> 25 the questions have to be considered but that it is very late in the process for these questions. He <br /> 26 asked that the Council, while considering the questions,not do anything.to slow the <br /> 27 improvement process or remove essential elements of the proposed plan. <br /> 28 Mr. Wratkowski noted that some of the same recommendations for improvement were included <br /> 29 in the proposal by Barr Engineering in the 1980s. This provides a verification that the City is <br /> 30 headed in the right direction with the improvements. He did not want the City to keep second <br /> 31 guessing their direction-.-"He suggested that the City set up a timetable and stick to it. He <br /> 32 suggested that some of the timetables have already been missed such as the home buyouts and <br /> • the FEMA funds. As long as this situation exists,there will continue to be people at risk. <br />
