The schedule for construction of these improvements and associated street and utility improvements is based on the following: 1. The results of the 1999 Street Reconstruction Feasibility Study. 2. Preliminary findings of the Sanitary Sewer Feasibility Study. 3. The need for the City to expend grant monies of$2,000,000 from the DNR by the end of 2000. 4. The need for the City to expend the FEMA grant monies of$700,000 within one year. 5. The City can expend only$700,000 for street reconstruction annually.
