APR-07-1999 10:18 WSB & ASSOCIATES INC. 6125411700 P.03iO3 <br /> The second phase of the study focusing on UI identification and reduction will be directed <br /> toward the individual direct drain tile systems that are believed to be prevalent in the City of St <br /> Anthony. This type of connection is difficult to identify and potentially expensive.and very <br /> disruptive to remove. A public information program will be used to try and inform residents of <br /> the need for the effort and the benefit to be received by the City as a whole. It is anticipated that <br /> the M reduction program will be effective in eliminating some of the UI and therefore reducing <br /> the amount of wastewater that must be conveyed by the collection system. However,measurable <br /> reductions in flow may not occur for a number of years,and the system capacity issue should be <br /> considered in the near future in order to reduce the potential for additional sanitary sewer <br /> backups. <br /> The public information phase of the project will be initiated in the next few weeks and we <br /> anticipate preparing some mailings and holding some public meetings during the summer months <br /> to disseminate information about the problem to the City residents and solicit their support for <br /> the reduction efforts. <br /> The IR identification and reduction work can be funded by the MCES matching grant of <br /> $10,000. However the effort to re-route sewers to deal with the high flows in the short-term, is <br /> not eligible under the MCES grant or the City matching funds. This grant is intended to reduce <br /> the I/I that has a direct effect on the MCES system. Efforts that are not intended to reduce the <br /> flow rate are felt to have no direct benefit to the MCES system. You will need'to separate the <br /> costs and expenses for reimbursement documentation submitted to the MCES.
