EXHIBIT A - STUDY PROGRAM ACTIVITIES <br /> CITY OF SAINT ANTHONY <br /> The study program activities proposed by the city of Saint Anthony includes sanitary sewer <br /> system inspection and evaluation for all areas within the city: <br /> 1. Review of previously conducted inspections, reports, studies, televised inspections, flow <br /> records, lift station pumping records, building permit records. <br /> 2. Interview City maintenance staff personnel to identify potential problem areas within City. <br /> 3. Conduct random inspections of residential basements for connections to the system and visual <br /> inspections of MH structures during runoff events. Walk sewer alignments and possible <br /> televised inspections of suspected systems. <br /> 4. Calibrating lift station pumping facilities. Installing sump pump monitors and determining <br /> potential inflow quantities for area drains and low lying MH structures. <br /> 5. Develop action plan that addresses the findings of the above investigations including <br /> improvement alternatives, potential rehabilitation costs, schedule for improvements, and <br /> prepare a cost benefit analysis to determine appropriateness of rehabilitation efforts. <br /> Study activities will be conducted using, a combination of consultant services and City staff <br /> personnel. <br /> Note: <br /> All Grant funds shall be applied toward investigative activities focusing on community owned and <br /> operated sanitary sewer facilities. Grant funds cannot be used to inspect, monitor, review or <br /> document any portion of the metropolitan disposal system. Grant funds can however be used to <br /> evaluate data from Metropolitan Council facilities such as lift stations and flow meters when the <br /> review of such data is to evaluate the local collection and conveyance system. <br />
