City Council Meeting Minutes <br /> November 9, 1999 <br /> Page 8 <br /> 1 Mr. Soler also pointed the Council's attention to an agreement between Ramsey County and the <br /> 2 City of St.Anthony. The agreement, he stated, covers cost participation and maintenance <br /> 3 responsibilities associated with the project. <br /> 4 Faust mentioned that he believed the City's Comprehensive Plan provided for imprinted color on <br /> 5 the streets. <br /> 6 Marks clarified that the crosswalks are colored concrete and the design depicts a walk space for <br /> 7 people to go through. Mr. Soler did not recall that colored concrete was part of the discussions <br /> 8 and is not provided for in the current plan. <br /> 9 Marks mentioned that there is an existing agreement between Ramsey County and the City of St. <br /> 10 Anthony with respect to snow removal on the sidewalks. Mr. Soler stated he would return to that <br /> 11 topic of discussion when the agreement was addressed. <br /> 12 Cavanaugh asked Mr. Soler about the catch basins and if the drainage was tied into Silver Lake. <br /> 13 Mr. Soler was not sure, but stated that he did a lot of work on the other Silver Lake Road project <br /> 14 and remembers that from Silver Lane to the North, that the storm sewer there basically edged to <br /> 15 the North near County E, and comes back to the South through the series of ponds that were built <br /> 16 on the Salvation Army Property before Silver Lake. In other words, the drainage pattern as it is <br /> 17 today would continue to be the drainage pattern after the project. . <br /> 18 Mr. Soler presented a cost estimate and reviewed in detail the costs associated with street light- <br /> 19 ing, sidewalk, bridge, watermain, and preliminary engineering and construction engineering fees. <br /> 20 Mr. Soler pointed out that the agreement between Ramsey County and the City of St. Anthony <br /> 21 does not specifically address snow removal on the bridge. <br /> 22 Marks said the City has experienced problems in the past in getting expedient snow removal <br /> 23 from the County. Ranallo suggested that Mr. Soler and Mr. Hartman work out an agreement on <br /> 24 how to accomplish satisfactory snow removal. <br /> 25 Faust agreed with Marks and expressed concern about responsibility for snow removal. Mr. <br /> 26 Soler stated that the County plowed 280 miles of roadway and is not always as expeditious about <br /> 27 snow removal as is preferred. He stated that he would ask the County's maintenance division to <br /> 28 work out an agreement with Mr. Hartman so that all parties will be satisfied. <br /> 29 Cavanaugh asked if the lighting would be from Silver Lane to 37th. Mr. Soler replied that was <br /> 30 correct. <br /> 31 Cavanaugh questioned the necessity of the watermain portion of the project.
