MEMORANDUM <br /> DATE: November 17, 1999 <br /> TO: Michael J. Mornson, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: November Wh Planning Commission Meeting Summary <br /> 1. Planning Commission Representative. Kim Tillmann will be the Planning Commission <br /> Representative to the Council at the November Wh Council meeting. <br /> 2. Public Hearings. Lot Coverage Variance and Garage Setback Permit Request for <br /> Kittleson, 3549 Stinson Boulevard. Mr. and Mrs. Kittelson are requesting these variances <br /> be granted because their single car current garage is not sufficient for their needs and is in <br /> such disrepair that it does need to be replaced. The Planning Commission voted <br /> unanimously to recommend approval of the variance requests to the City Council. They <br /> felt that the Kittelsons meet the required criteria for hardship; that their lot shape, <br /> topography and size was unique; that the project would not-alter the essential character of <br /> the neighborhood; and that the codification of the City's Zoning Ordinance created the <br /> hardship. <br /> 3. Concept Review. Frank Perry, 2911 Armour Terrace. Mr. Perry appeared before the <br /> Planning Commission to discuss the possibility of adding 5 feet to his garage, thereby <br /> making it 20 feet wide. This addition would place the garage up to the rear property line <br /> so he will need to apply for a Garage Setback Permit. He indicated that he will not have <br /> eaves on this side of the structure but gutters so that he can keep any run off from the <br /> garage roof from going on the neighboring property. The Planning Commission advised <br /> him to work with Staff in meeting the requirements of the lot coverage, storm water <br /> retention and the garage setback permit. <br /> 4. Report on Landscaping for St. Anthony Shopping Center. Staff presented various <br /> renderings of the options of the landscaping for the St. Anthony Shopping Center. The <br /> Planning Commission suggested that they like the ponds because it could be a unique <br /> characteristic for the Shopping Center. Staff reported that installing the ponds is a $2 <br /> million plus project and that the Council was concerned with the expense. They responded <br /> that maybe with more research the project could be done for less. Staff also explained the <br /> possibility of phasing the project. The Planning Commission especially liked the gazebo <br /> by Dairy Queen but were concerned about the possibility of traffic noise from Hwy. 88 <br /> being disruptive to any event at the gazebo. <br /> 5. Review Code Enforcement Report from Fire Chief.. Fire Chief Johnson presented his <br /> report regarding code enforcement efforts within the City. The Planning Commission felt <br /> he was doing an outstanding job. The Chief feels that code enforcement should be viewed <br /> as a positive because it gets him out to meet residents individually and he felt it was this <br /> personal approach that is more successful in obtaining compliance. <br />
