MEMORANDUM <br /> DATE: November 19, 1999 <br /> TO: Mayor and Councilmembers <br /> FROM: Michael Mornson, City Manager <br /> ITEM: ELECTION INFORMATION <br /> As you are aware, staff has contacted the League of Minnesota Cities and City Attorney Bill Soth to <br /> garner information regarding the upcoming Council vacancy. As a point of information, the Mayor <br /> and new Councilmember terms do not begin until the first Monday in January (January 3, 2000). <br /> Following are the Council's options for the manner in which the vacancy is filled. <br /> • Oration 1. <br /> • A special election would be required if there were more than 2 years left of a <br /> Councilmember or Mayoral term. <br /> • A special election would be conducted as is a regular election, i.e., candidates filings, <br /> notices published and posted, election judges recruited, ordering ballots, etc. Thus, <br /> there would be a time factor of several months. In addition, County Auditors would <br /> need to be notified of the election at least 49 days prior to election day. <br /> • Oration 2. <br /> • In the case of less than two years remaining in the term, the Council could chose to <br /> hold a Special Election (see above) or select an individual to fill the vacancy. <br /> • Process: <br /> • November 30 regular meeting Council authorizes City Manager to <br /> advertise expectation of Council vacancy <br /> • December Post and publish opening. Deadline for <br /> applications could be Monday, January 3. <br /> • January 4 Work Session City Manager could present candidates to <br /> Council <br /> • January 11, 5 - 7:00 PM Council could interview candidates <br /> At regular meeting Council could appoint new <br /> Councilmember and oath could be issued <br />
