39 CITY OF ST.ANTHONY STREET LIGHTING POLICY AND PROCEDURES City Policy Before the City will approve the installation and assume the operating costs of a street light, one of the following criteria must be met regarding the location of any proposed street light. 1. Intersections: i.e., where any two streets intersect. 2. Cul-de-sacs or other dead end street locations. 3. Hills, curves, or other conditions.which create vehicular/pedestrian safety hazards. This normally occurs in a situation where a hill or curve blocks out visibility of a street light in either direction. 4. Mid-block locations where the block is longer than the normal block. This usually occurs in those blocks that are over 800 feet in length. 5. Areas where there has been a problem with vandalism or other crime. Usually this occurs adjacent to railroad tracks or other areas where the potential for vandalism is high. Information is requested from the Police Department on the number of crime cases that are reported in the area of the street light request(vandalism, burglary, etc.). - It should-be noted-that the only way-in which alleys may qualify for a street light is under... .. - -, criterion No. 5. Administrative Procedures All requests for the installation of street lights should be.in writing. Once such a request is received the following procedure is followed: 1. Physical review of the site of the proposed light location. 2. Review of City policy to determine if the proposed site is in agreement with the policy. 3. If the request is in conformance with City policy,a request is sent to Northern • States Power Company (NSP). NSP will then do a physical review of the site to determine if the light can be installed without cost to the City.
