City Council Regular Meeting Minutes 1� <br /> June 26, 2001 <br /> Page 10 <br /> I Commissioner Thomas stated that they were recommending a hybrid ordinance, and that, if the <br /> 2 City decides to go forward with an electronic-sign, they would.need-to-go back-to the Planning-­­ <br /> 3 Commission to determine the aesthetic issues. He added that it was a split Commission, and <br /> 4 most felt uncomfortable without seeing the specifics of the ordinance. Commissioner Thomas <br /> 5 stated that they were willing to work with the Council to develop the final product. <br /> 6 Councilmember Thuesen asked Mr. Gilligan if he had an opinion on the issue. Mr. Gilligan <br /> 7 stated that he did not. He added that he thought it could be best used with the conditional use <br /> 8 process. <br /> 9 Commissioner Thomas stated that they were feeling they could move forward with the proposal <br /> 10 with an electronic sign. <br /> 11 Mayor Cavanaugh stated that he thought there were issues regarding public signs that should be <br /> 12 standardized. He added that the Planning Commission should institutionalize some of the <br /> 13 issues that have been brought up with the help of the legal council and draft something of <br /> 14 substance. <br /> 15 Mayor Cavanaugh stated that they could waive the readings.--Councilmember Hodson stated =-- <br /> 16 that he was comfortable with the idea of dealing with the issue of operation standardization. <br /> 17 Mayor Cavanaugh stated that the Legal Council could provide some aid to the Planning <br /> 18 Commission, and that the issue should return to the Planning Commission. <br /> 19 Motion by Councilmember Thuesen to refer ordinance 2001-0.02 back to the Planning <br /> 20 Commission. <br /> 21 Motion carried unanimously. <br /> 22 Ron Hansen, a Village resident who spoke at the Planning Commission Meeting, asked when <br /> 23 his concerns regarding this issue could be addressed. Mayor Cavanaugh stated that they have <br /> 24 referred the ordinance back to the Planning Commission, and that the resolution would not be <br /> 25 acted on tonight. <br /> 26 Mr. Hansen stated that he had several questions regarding the ordinance change, and felt that <br /> 27 waiting for a month to have them heard would be too late. Mayor Cavanaugh stated that he <br /> 28 could come up and speak, but that he reserved the right to interrupt him, if he felt his questions <br /> 1#29 were inappropriate based on the decision to refer the ordinance back to the Planning <br /> 30 Commission. <br /> 31 Mr. Hansen came forward and stated he felt the way this thing was going through indicated that <br /> 32 it was a done deal.
