Integrated Flood/Drought Planning <br /> Prevent Flooding-MMRWMO's goal is to prevent the flooding of streets and structures from surface water <br /> runoff within the MMRW caused by the insufficient capacity of the stormdrain system and/or lack of detention <br /> basins and wetlands.Flooding can occur when the capacity of existing drainage facilities is inadequate or when <br /> new construction overloads existing drainage facilities by increasing the runoff quantity and decreasing the time <br /> of concentration. The MMRWMO has jurisdiction over flooding of significant impact in the MMRW or when <br /> flooding is at the border of more than one member community. <br /> Action: Work with various government agencies, and non-governmental organizations (NGOs) to identify <br /> appropriate projects that the MMRWMO can help implement. The MMRWMO will especially encourage flood <br /> control projects that simultaneously promote improved water quality. <br /> Design standards will be set following an intercommunity flows analysis discussed in Section 3. <br /> Intercommunity Flows Analysis of subwatersheds will utilize a model that can be applied to these <br /> eercommunity areas. Any resulting design standards will not be based on storm events—for instance, the City <br /> of Minneapolis strives to design for a ten-year, one-hour event (2.29 inches of rainfall in one hour)—rather, <br /> design standards shall be simply to reduce the probability of flooding by addressing those areas that manifested <br /> I <br /> as problem-flooding areas during the wet summers of the 1990's. <br /> Drought Mitigation - Drought conditions have numerous environmental, economic, infrastructure-based, <br /> health, and aesthetic consequences. A lack of detention basins and wetlands coupled with a high percentage of <br /> impervious surfaces reduces the landscape's ability to store water and promotes evaporation thereby increasing <br /> the effects of drought. <br /> Action: (1) Monitor and engage, where appropriate, water supply planning efforts prepared.by agencies such as <br /> .the Metropolitan.Council, US_Environmental.Protection Agency (US EPA),Minnesota Department of Natural <br /> Resources.(MDNR),.and Minnesota Pollution Control Agency (MPCA). (2)If appropriate, considering the <br /> work_ofothenagencies;develop:a-drought response plan.and/or assist member communities:in developing <br /> municipal:drought=response_plans. (3) Monitor demand for water and address areas of wasteful--processes.
