23 <br /> E H L E R S <br /> & A S S O C I A T E S I N C <br /> July 17, 2001 <br /> Mike Morrison <br /> City Manager <br /> City of St. Anthony Village <br /> 3301 Silver Lake Road N.E. <br /> St. Anthony Village, MN 55418-1603 <br /> Subject: Proposal for Services <br /> Dear Mr. Mornson; <br /> Thank you for the opportunity to submit a proposal for Development Management Services related to <br /> implementation of the Northwest Quadrant Study. <br /> Assumptions <br /> Our proposal for services is an extension of work related the Northwest Quadrant Study and is based on the <br /> following assumptions: <br /> ❖ The City of St. Anthony Village will be selecting development options and a Design Framework for.the <br /> Northwest Quadrant. <br /> ❖ There is a significant gap between the projected cost of acquisition, relocation, cleanup and the estimated <br /> project revenue including land sale proceeds and tax increment. A variety of strategies will need to be <br /> explored to make the redevelopment viable. These strategies will include land write down, phasing <br /> acquisition, incorporating existing businesses into new development and grants. <br /> Scope of Services <br /> Ehlers will provide the following Development Management services: <br /> 1. Prepare requests for proposals. <br /> 2. Market project to potential developers. <br /> 3. Coordinate pre-proposal conference. <br /> 4. Coordinate proposal evaluation. <br /> 5. Prepare financial feasibility analysis. <br /> 6. Prepare developer proposal evaluation report to City Council. <br /> 7. Prepare tax increment plan. <br /> 8. Coordinate developer qualification and selection. <br /> 9. Coordinate alternative funding proposals. <br /> 10. Coordinate land write down requests. <br /> 11. Assist in negotiation of preliminary and final development agreements. <br /> 12. Coordinate project communications. <br />
