38 <br /> STAFF REPORT <br /> DATE: July 20, 2001 <br /> TO: Mayor and Councilmembers <br /> FROM: Sue Henry, Assistant City Manager <br /> SUBJECT: ELECTRONIC SIGNS FOR PUBLIC USE <br /> At their July 17 meeting, the Planning Commission unanimously approved a motion with the following <br /> intent to amend the sign ordinance: <br /> 1. Add Definition of " Electronic Reader Board Sign" to definitions, Section 1400.04. <br /> 2. Add to Section 1400.07 Prohibited Signs: <br /> Electronic signs except public service signs owned by governmental units and located in areas <br /> zoned recreational/open space on City or School-owned property. <br /> 3. Add to Section 1400.12 District Scheduled, Subd. 4 City or-School-owned Recreational Open <br /> Space: <br /> 2) Public Service, Electronic signs are a conditionally permitted use (conditional use permit <br /> required). The conditions shall cover at least the following: <br /> a. Flashing and animation are prohibited. <br /> b. Hours of operation. (Maximum allowable is 6 AM to I 1 PM, may be less if situation <br /> warrants). <br /> c. Message changeability should be minimum required to accomplish the purpose of the <br /> sign. <br /> d. Sign aesthetics such as message color, size of reader board and sign, construction <br /> materials, landscaping. <br /> e. Location with regard to surrounding area(safety). <br /> f. Purpose of sign is public informational in nature. <br /> I have faxed this information to Jerry Gilligan and he will hand out the ordinance with these changes at <br /> the July 24 meeting. <br />
