Planning Commission Meeting Minutes <br /> July 17, 2001 <br /> Page 11 <br /> 1 Commissioner Hanson stated that, as a business owner, he looks at the possibility of someone <br /> 2 wanting to buy him out, which makes him uncomfortable, but realizes that selecting a good <br /> 3 developer could actually make his business more viable by total redevelopment. <br /> 4 d. Planning Commission Findings/Recommendations to City Council. <br /> 5 Motion by Chair Melsha, second by Commissioner Tillmann, to recommend approval of the <br /> 6 Northwest Quadrant Redevelopment Plan Report presented to the Planning Commission this <br /> 7 evening to the City Council, and that they adopt it and implement the following findings found in <br /> 8 the report: <br /> 9 - The proposed Concepts and uses for the redevelopment of the area presented in the <br /> 10 report are consistent with the City's Comprehensive Plan as amended. <br /> I l - The proposed Concepts in the report are consistent with the Metropolitan Council's <br /> 12 Smart Growth Initiative. <br /> 13 - The Master Framework Plan provides the development community with a clear <br /> 14 expression of the City's vision for the area,yet still flexible enough to accommodate <br /> 15 high-quality developers. <br /> 16 - The Report and the concepts contained in the Report genuinely reflect the community's <br /> 7 wishes for the area. <br /> 18 - The Concepts contained in the Report will benefit the City by, among other things, <br /> 19 improving the Silver Lake water quality, restoring high-quality, and viable:uses-to the <br /> 20 site, restoring a sense-of-place to the site,and providing some open-space, or other <br /> 21 pedestrian-friendly amenities so that the area will be accessible and inviting to all <br /> 22 residents. <br /> 23 - The Concepts presented in the Report, while being financially challenging, contain some <br /> 24 reasonable hope of feasibility. <br /> 25 - The City remain conscious of the on-going expenses in trying to achieve the <br /> 26 redevelopment. <br /> 27 Motion carried unanimously. <br /> 28 8.2 Amendment to Section 1400 of the City Code to permit electronic governmental information <br /> 29 sipans to be located in the Recreational Open Space District. <br /> 30 Sue Henry stated that per the direction at the June 26 Council meeting, City staff has been in <br /> 31 consultation with the City Attorney's Office to draft an ordinance amendment with necessity language <br /> 32 rather than go the route of a conditional use permit, as discussed at the June 19 Planning Commission <br /> 33 meeting. She stated that the City Council consensus was to set the parameters for electronic <br /> 34 governmental informational signs in the City Code. <br /> 35 Ms. Henry continued in effect the proposed changes to the city ordinance is to permit in the <br /> 36 Recreational Open Space District an electronic message sign providing public information that is owned <br /> 37 by a governmental unit. She added that the sign must be a ground sign containing a sign surface area <br /> 38 not to exceed 150 square feet. The sign must be turned off between 11:00 p.m. and 6:00 a.m., contain <br /> 39 no flashing lights, and the message may not be changed more than twice per day. <br />
