This will include a presentation of detailed elevations of the proposed residential <br /> buildings and a bird's eye perspective of the residential portion of the development in context <br /> with the open space. <br /> AFFORDABLE HOUSING COMPONENT <br /> It is the intention of the developer to include an affordable component in the apartment <br /> development in the residential portion of the PUD. Currently the plans show 218 units in the <br /> apartment building. It is the developer's intention to set aside 20-30 percent of the units for <br /> residents whose income is at the 50 percent Area Median Income for the Metro area. -However, <br /> the developer cannot commit to including this affordability because the necessary funding has not <br /> been committed to the project at this time. The developer will work with the City of St. <br /> Anthony, Ramsey County and the Minnesota Housing Finance Agency to secure an allocation of <br /> tax-exempt bonds, grants and deferred loans for the project. The developer is requesting the <br /> City's support as well as tax increment financing in order to provide the affordable component <br /> within the multi-family rental housing. According to the developer, 'its ability and commitment <br /> to providing affordable housing in the Village of St. Anthony PUD is subject to receiving an <br /> allocation of tax-exempt bonds, tax increment financing, and grants and/or deferred loans from <br /> state and local sources. <br /> The Planning Commission is also being asked to consider the Final Development Plan and Plat <br /> for the retail portion of the property and to make a recommendation of approval to the City <br /> Council. The Final PUD documents include a site plan showing site access, roadways, building <br /> location and parking spaces for the retail properties, and a detailed landscape plan showing plant <br /> locations, typical planting sections, typical planting details, and planting types. The Final PUD <br /> also includes the watermain and sanitary sewer plan, stormwater plan, and finished grade plan. <br /> The developer has not yet submitted the Erosion Control plan, which we are recommending be a <br /> condition of approval of the PUD. <br /> The developer will provide additional information to the Planning Commission at the public <br />
