Childs City Manager <br /> ITEM : PUBLIC HEARING - CDBG YEAR XIII ALLOCATION <br /> A public hearing regarding proposed use of Year XIII H.U.D. Community Development Block <br /> Grant (CDBG) funding through Hennepin County is required prior to submitting an applica- <br /> tion for those funds. <br /> The City budgets $23,216 in CDBG funds last year for part of the cost of a pedestrian <br /> crossing signal to be located adjacent to the Walker on Kenzie and the Kenzington <br /> projects. Since the total cost is expected to be $70,000 - $80,000, 1 recommend that <br /> year XIII funds in the amount of $22,491 be allocated to the project. This is lower than <br /> the hearing notice because the estimated senior program allocation had been calculated <br /> at 10% rather than 15% as in previous years. The City has also applied for $30,000 <br /> in Discretionary Funds from the Hennepin County CDBG program to make up the final cost so <br /> that the signal could be installed in 1987. <br /> The senior citizens program, operated by the Community Services Department of School <br /> District #282, has received 15% of the City's allocation for their programs over the past <br /> several years and I recommend that $3,969 be allocated again this year. <br /> You will also note from the attached packet of information that the Hennepin Economic <br /> Resource Organization has asked for $1,323 to assist with a small business incubator/ <br /> accelerator. The proposed location would be in an area bounded by Hwy. 100, Hwy. 694, <br /> Hwy. 18 and Hwy. 494. This is a considerable distance from our City and its benefit for <br /> our citizens would be minimal , if any. <br /> It should be noted that there is a proposal from the President's staff to hold back some <br /> of the CDBG funds and therefore the allocation table shows allocations with and without <br /> rescission. If rescission takes place, the split between traffic signals and senior <br /> programs would automatically be reduced proportionally. <br /> :cjk3.17.87 <br />
