-1- <br /> • THE NEW & ITS CRARACTMSTICS <br /> The need exists in a rapidly changing society to provide opportunities <br /> for those working who are "disadvantaged", and those who have been <br /> "dislocated" by these changes. <br /> People within these two groups can be defined quite specifically. <br /> "The disadvantaged individual" is a person through a combination of <br /> factors such as: low educational attainment, lack of orientation to the <br /> work environment, insufficient vocational skills, and physical, mental or <br /> emotional disabilities, has difficulty in finding and keeping a job. <br /> "The dislocated worker" is an individual who after a period of productive <br /> service loses his/her job due to lay-off. This dislocated worker <br /> experiences difficulty in finding new employment because of lack of <br /> suitable job opportunities, obsolete skills, age and lack of familiarity <br /> with job seeking techniques. <br /> Because the manufacturing section has been massively impacted by both <br /> off-shore resources as well as robotics, the extent of this economic and <br /> • industrial transformation has produced the term "rust bucket state." <br /> While this term has not been applied to Minnesota, the impact is present <br /> and vividly proven in the situation of the taconite industry in northern <br /> Minnesota. <br /> The restructuring process is also represented in more recent industrial <br /> developments, such as computers and telecommunications. This industrial <br /> group has a significant role in the state of Minnesota, since the state <br /> ranks number six in number of electronics employees among the states. In <br /> the last year, the employee roster in electronics in the United States <br /> dropped by two percent or fifty thousand jobs. This has been represented <br /> in the Twin Cities, and in Hennepin County, by significant layoffs and <br /> restructuring on the part of Control Data Corporation, Honeywell and <br /> Unisys, as well as many small electronics corporations. <br /> There is now a sizable body of dislocated workers placed along side those <br /> who are "disadvantaged" and who have been struggling to qualify for an <br /> opportunity in the market place represented by Hennepin County. The <br /> constituency of the disadvantaged is calculated to be about twenty-five <br /> thousand persons in 1986; "the dislocated workers" being about five <br /> thousand in 1986. <br /> Business Plan: Hero 1/15/87:RSA:05 <br />
