FUNDING AND THE EXP AN'ICK OF THE CONCEFT <br /> The initiative is unique in its focus on human resources, but it has to <br /> be perceived to be so, and seen as truly focused, in practical terms, on <br /> the needs of both the disadvantaged and dislocated worker. Subsidized <br /> training, education assistance and work experience are the themes which . <br /> must explain the initiative and produce the appropriate level of funding <br /> and support. <br /> There are four distinct considerations in terms of funding. First, money <br /> has to be found to pursue this iniative. Second, money or support, has <br /> to result in the acquisition of an appropriate building or facility. <br /> Third, money must be available for building modifications or renovation. <br /> Fourth and finally, there has to be an appropriate operating budget which <br /> allows the iniative to become self-supporting. <br /> MONEY TO PURSUE INIATIVE: At this poin in time, the Private Industry <br /> Council for Hennepin county has passed a resolution to provide fifteen <br /> thousand dollars seed money if the final plan is approved by committee <br /> and the council as a whole. If the council decided not to approve, the <br /> option would still exist to seek support in this amount from a private <br /> corporate foundation in the Twin Cities. A great deal of work has <br /> already been done, but this money would support development activity over • <br /> an estimated twelve month period. <br /> This initial budget has to support over a twelve month period HERO <br /> communication (written and telephone) , documentation (budget and <br /> funding), information (demographic and vocational) presentations (slide <br /> and hand-outs) and travel to obtain immediately the funds needed and to <br /> create for the immediate future an informed participative and supportive <br /> network throughout the community. <br /> MONEY TO PURE A FACILITY: There are a number of options to raise the <br /> approximately four hundred and fifty thousands dollars required to buy an <br /> appropriate building. It should be noted that there are a number of <br /> other possibilities that provide the same or a better outcome. By way of illustration, twenty thousand dollars a year from five <br /> comnuiities can be sought; involving such communities as St. Louis Park, <br /> Golden Valley, Hopkins, Edina and New Hope.
