1� <br /> -10- <br /> STWUS & SMMW CP THE HENMIN ECMMC • <br /> HERO exists as a legal entity, as a 501 C 3 Corporation in the state of <br /> Minnesota. It was created by two members of the Private Industry Council <br /> (PIC) , with the advice and suggestions of several other individual <br /> members. <br /> If the council as a whole approves the developmental budget of fifteen <br /> thousand dollars, a board of directors will be selected and elected. In <br /> any case, persons willing to serve will be identified, but a board will <br /> not be constituted until an initial grant is approved. <br /> In parallel with the process of seeking the approval of the PIC, <br /> presentations will be made to the Minnesota Department of Energy and <br /> Development as well as the Minnesota Department of Jobs and Training to <br /> seek their reaction, input and active support for funding of the <br /> operating budget. <br /> If this support is forthcoming, an approach will then be made'to the <br /> Federal Economic Development Administration for a modification and • <br /> renovation budget related to a specific building. The timing of this <br /> approach is contingent upon finding a suitable building. <br /> Again in parallel with the PIC activity and the initiative with the state <br /> agencies, continued efforts will be made to identify a building which <br /> will not require raising funds from the caumnities to buy the facility. <br /> Only if the unfunded alternatives fail completely to produce an <br /> appropriate building in an appropriate location will the camamities be <br /> approached for funds, through the Community Development Block Grant <br /> Funds. They will be approached, in any case, however, in terms of <br /> explaining the initiative and seeking _their active participation and <br /> support. <br /> In summary then, first a planning and developmental budget will be sought <br /> from the Private Industry Council by March 1987. Second, an operating <br /> budget will be sought from the two designated state agencies. Third, a <br /> building will be obtained, preferably through "an unfunded mechanism." <br /> Fourth, the Federal agency will be approached for renovation and <br /> modification dollars. Fifth, the active support of the cc munities will <br /> be sought. Finally,. it is anticipated and .planned that these activities <br /> will consume the better part of 1987, to produce a successful outcome. <br /> Business Plan: Hero 1/15/87:RSA:05 <br />
