l <br /> • -5- <br /> The Councilmembers = indicated. they were impressed with .the high rate of <br /> recovery for ,City victims using the pacemaker/defibrillator .Heart-Aid <br /> machine. The -Mayor commented- that the statistics the Fire Chief had <br /> provided -certainly bore out the -conclusion - that this -equipment -had been <br /> a good investment for the City and .its residents. <br /> Pay Raise Accepted .for Fire Department Reserves <br /> Mr: Childs had indicated in his December 30th memorandum that he would <br /> support a 2 year- phase-in of the Reserves ' request . for a raise in <br /> compensation which would result in total increases of $.2 , 300 on an <br /> annual basis . He said one of the reasons he was doing .so had been- the <br /> Reserves agreement that if the pension fund -should ever become <br /> inadequate' to cover the pension payouts, they will accept lesser <br /> pension amounts rather than to _force a special tax levy to cover the <br /> deficit. The Manager had indicated in his memorandum that he : <br /> considered this agreement provided an excellent safeguard for ..the City <br /> since we know of no other municipality that has such an agreement with <br /> its Reserves. <br /> There was general agreement with the Mayor ' s statement that a raise- was <br /> probably due since the last raise given had been in 1981 for pensions <br /> which had actually cost St. Anthony about $3 ,000 less in total payments . <br /> than had been estimated at that time. Mayor Sundland also noted that <br /> the Reserves ' willingness to take the necessary courses had made them <br /> one of the most highly trained units. <br /> It was further agreed that it was inaccurate to refer - to these <br /> firefighters as "volunteers" . <br /> Council Action <br /> Motion by Ranallo, seconded by Marks to accept the , City- Manager ' s <br /> recommendations regarding a pay raise for the St. Anthony Fire <br /> Department Reserves. <br /> Motion carried unanimously. <br /> City Will Look Into the League of Minnesota 'Cities Investment Program <br /> Councilmember Ranallo. gave some insight into the investment program <br /> outlinedlin the. LMC Executive- Director.'.s December 24th letter. He ..said. <br /> -the benefits the--cities -. 'derived from' participating .in the League' s. <br /> insurance pool had prompted the creation... of a , similar pool of short- <br /> term investment. offerings =which would be made .available. to League <br /> members... --Not; only would this program offer. investment opportunities to. <br /> the outstate - ' , cities :who: . have fewer investment . :resources but, <br /> -Councilmember Ranallo said, :an element of competition .would be. added to <br /> the investment _ opportunit'ies- in the metropolitan area as.,well. , <br />
