Joint Powers Agreement for Hazardous Waste
Response Vehicle
Chief Entner briefly discussed what he perceived would be the benefits
the City could derive from having this equipment available at a much
lower cost than the City would have -had to -pay for- its own vehicle.. . . .
Council Action
Motion by Marks and seconded- by Ranallo to adopt Resolution 87-010
subject to changes the City Attorney perceives are necessary in the
agreement.
RESOLUTION 87-010
A RESOLUTION APPROVING THE HAZARDOUS MATERIALS
RESPONSE VEHICLE JOINT POWERS AGREEMENT
Motion carried unanimously.
Engineering Firm Selected to do Study on Foss Road -Lift Station
The- Cbuncil had asked the-,Public Works Director to get another quote
for the feasibility and cost study for possible reconditioning or
replacement'-of the -pump controls and dry well at -the Foss Road lift
station from' another engineering firm, Rieke Carroll Muller. In his
January 23rd memorandum, Mr. Hamer had compared that firm's bid with
the one he tad originally received from. Short-Elliott-Hendrickson, Inc.
As he 'had stated in his memorandum, Mr. Hamer reiterated that the
reason he had turned to S.E.H. originally had been because they had
done =the- initial engineering on the equipment and already-.had much of
the necessary data to repair or recondition it novy. As he had assumed,
this had resulted in a lower bid from Short-Elliott-Hendrickson.
Councilmember ' Enrooth commented that the reason the Council - had
requested another quote had been because they believed Short-Elliott-
Hendrickson might not have done, a good job- on the equipment originally .
and the City had occasion- to believe the engineering firm had not given .
the best service on other City projects in the past.
Mr: - Hamer said he had been very frank in letting one of the- firm' s
owners, Don Christoffersen, know the reasons why the City was hesitant
to use their services on :this -project-: He said the engineer had
apologized for the poor presentation one of his firm had: made .on the
St. Anthony Boulevard project. and asked to be given another opportunity
to serve: St. Anthony.
The Public Works Director said he was comfortable with Mr.
'Christofferson' s assurance that his firm would bend over backwards .to
