Request is to re-zone site to R-3 , a <br /> classification designated for townhouse use for <br /> the development of approximately 37 townhomes. <br /> The site fronts Silver Lane on the north, the back property lines of <br /> single family residences on the west and has as its easterly and <br /> southerly boundaries , ' the Soo Line right of way. It is presently <br /> unimproved property with the most 'easterly portion used as a clean <br /> landfill by the city. <br /> All utilities, storm sewer, sanitary sewer, water, gas and electricity <br /> are available adjacent to the site. <br /> The access to the site is excellent from the west by way of Silver <br /> Lane off of Silver Lake Road, and from the north by way of 16th Avenue <br /> S.W. off of County Road E. Silver Lake Road connects with 694 to the • <br /> north and County Road E with 35W to the east giving the site excellent <br /> accessability without excessive traffic noise. <br /> The proposed townhome use is in conformance with the Comprehensive <br /> Plan for St. Anthony Village and it is believed that this use will ful- <br /> fill the highest and best use criteria for this particular site. <br /> Significant soil corrections are required as a result of the landfill <br /> use and previous watershed routes. The costs for these corrections are <br /> subject of a tax increment financing proposal necessary to maintain the <br /> financial feasibility of the overall project. It is proposed that a <br /> pond be created by this project to assist in the correction process, <br /> provide assistance to the general area for water drainage and establish <br /> a desirable site amenity. <br /> The subject townhome project consists of 8 separate buildings with a <br /> total of 37 units. The buildings mix will be as follows : <br /> 4 buildings with 4 units <br /> 1 building with 3 units <br /> 3 buildings with 6 units <br /> The overall design, construction techniques and building materials will <br /> be of above average quality.
