STAFF REPORT <br /> DATE: April 16, 1992 <br /> TO: Planning Commission Members <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: ST. ANTHONY CLEANERS & LAUNDERERS, LTD. - <br /> CONCEPT REVIEW <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> The site was purchased recently by Mr. Yash Patel of Plymouth. Mr. Patel will be opening <br /> a dry cleaning service at this site. In addition, Mr. Patel has an innovative idea in having <br /> drive through convenience. According to Mr. Patel, this concept is popular in California, <br /> but not present in Minnesota. The means in which Mr. Patel proposed to have drive <br /> through service at the current site (see attached drawing) would not work for two <br /> reasons: (1) traffic flow and (2) parking requirements from ordinance. <br /> City staff met with Mr. Patel in trying to find solutions to the Mr. Patel's desire to have <br /> drive through service, while addressing parking and traffic flow concerns. One idea <br /> discussed would put a drive through around the building, requiring the following changes: <br /> (1) the back of the lot to be filled in, (2) obtaining easement or' ownership to <br /> approximately six feet of Rapid Oil Change's property, and (3) moving an utility pole. <br /> Another idea discussed was to provide parking in the rear portion of the building, which <br /> would require this area to be filled in. This option would provide six parking spaces at <br /> best. The ordinance would require nine spaces (1 space per 300 square feet -- 36' x 69' <br /> = 2,484 sq. ft./300 sq. ft. = 8.28 or 9). <br /> would like input from the Planning Commission on any other ideas in order to assist Mr.. <br /> Patel. I would also like an indication on the Planning Commission accepting a variance <br /> for three parking spaces. <br />
