City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 3 -- March 23, 1992 <br /> Page Number 1 <br /> 1 HOUSING MAINTENANCE AND OCCUPANCY ORDINANCE <br /> 2 <br /> 3 INTRODUCTION <br /> 4 <br /> 5 PURPOSE. The purpose of this ordinance is to protect the public health, safety, and the <br /> 6 general welfare of the people of the City. These general objectives include, <br /> 7 among others, the following: <br /> 8 <br /> 9 1. to protect the character and stability of residential area within the City; <br /> 10 <br /> 11 1 to correct and prevent housing conditions that adversely affect or are likely to <br /> 12 adversely affect the life, safety, general welfare and health, including physical, <br /> 13 mental and social well-being of persons occupying dwellings within the City.of <br /> 14 St. Anthony; <br /> 15 <br /> 16 3. to provide minimum standards for cooking, heating, and sanitary equipment <br /> 17 necessary to the health and safety of occupants of buildings; <br /> 18 <br /> 19 4. to provide minimum standards for light and ventilation, necessary to health <br /> 20 and safety; <br /> 21 <br /> 22 5. to prevent the .overcrowding of dwellings by providing minimum space <br /> 23 standards per occupant for each dwelling unit; <br /> 24 <br /> 25 6. to provide minimum standards for the maintenance of existing residential <br /> 26 buildings, and to thus prevent slums and blight; <br /> 27 <br /> 28 7. to preserve the value of land and buildings throughout the City. <br /> 29 <br /> 30 With respect to rental disputes, and except as otherwise specifically provided by the <br /> 31 terms of this ordinance, it is not the intention of the City Council to intrude upon the fair <br /> 32 and accepted contractual relationship between tenant and landlord. The City Council does <br /> 33 not intend to intervene as an advocate of either party, nor to act as an arbiter, nor to be <br /> 34 receptive to complaints from tenant or landlord which -are not specifically and clearly <br /> 35 , relevant to the provisions of this ordinance. In the absence of such relevancy with regard <br /> 36 to rental disputes, it is intended that the contracting parties exercise such legal sanctions as <br /> 37 are available to them without the intervention of the City Council to interfere or permit <br /> 38 interference with legal rights to personal privacy. <br /> 39 <br /> 40 APPLICABILITY OF ORDINANCE. Every building and its premises used in whole or in <br /> 41 part as a home or residence, or as an accessory structure thereof, for a single family or <br /> 42 person, and every building used in whole or in part as a home or residence for two or more <br />
