Building entrance door latches shall be of a type that are permanently <br /> 2 locked from the outside and permanently unlocked from the inside. <br /> 3 <br /> 4 (b) Dwelling Unit Door Locks. Every door that is designed to provide ingress or <br /> 5 egress for a dwelling unit within a multiple family building shall be equipped <br /> 6 with an approved lock that has a dead-locking bolt that cannot be retracted <br /> 7 by end pressure, however, than such door shall be openable from the inside <br /> 8 without the use of a key or any special knowledge or effect. <br /> 9 <br /> 10 SUMP PUMP WELLS. At the point of sale of a dwelling unit, sump pumps and drain tile <br /> 11 must be inspected to ensure that they are not connected in any manner to the sanitary sewer <br /> 12 system. If the Compliance Officer determines the sump pump or drain tile is connected to <br /> 13 the sanitary sewer system, the situation must be corrected before the dwelling unit is <br /> 14 considered in compliance to be solied with electric service, functioning over current <br /> 15 protection devices, electric outlets, and electric fixtures which are properly installed, which <br /> 16 shall be maintained in good and safe working conditions, and shall be connected to a source <br /> 17 of electric power in a manner prescribed by the ordinances, rules and regulations of the City <br /> 18 of St. Anthony and by the laws of the State of Minnesota. The minimum capacity of such <br /> 19 electric service and the minimum number of electric outlets and fixtures shall comply with <br /> 20 the current Minnesota State Electrical Codes. <br /> 21 <br /> 22 MINIMAL THERMAL STANDARDS. No person shall occupy as owner, occupant or let <br /> 23 to another for occupancy any dwelling or dwelling unit for the purpose of living therein, <br /> 24 which does not have heating facilities which are properly installed, and which are maintained <br /> 25 in safe and good working condition, and which are capable of safely and adequately heating <br /> 26 all habitable rooms, bathroom, and water closet compartments in every dwelling uards in the <br /> 27 Minnesota Uniform Building Code. <br /> 28 <br /> 29 NONHABITABLE ROOM VENTILATION. Every bathroom and water closet <br /> 30 compartment, and every laundry and utility room shall contain at least 50% of the ventilation <br /> 31 requirement for habitable rooms contained in Section#####,except that no windows shall <br /> 32 be required if such rooms are equipped with a ventilation system which is approved by the <br /> 33 Compliance Official. <br /> 34 <br /> 35 ELECTRIC SERVICE, OUTLETS AND FIXTURES. Every dwelling unit and all public <br /> 36 and common areas shall be supplied with electric service,functioning over current protection <br /> 37 devices, electric outlets, and electric fixtures which are properly installed, which shall be <br /> 38 maintained in good and safe working conditions, and shall be connected to a source of <br /> 39 electric power in a manner prescribed by the ordinances, rules and regulations of the City <br /> 40 of St. Anthony and by the laws of the State of Minnesota.
