305.05 Organization. The mmissi will appoint a secretary, who may but need <br /> not be a member of the Commission. The Commission will hold one regular <br /> meeting every month, when necessary. At the first meeting of each year, the <br /> Commission will arrange the dates of its regular monthly meetings through the end <br /> of that year and appoint a Chairperson. <br /> 305.06 Powers and Duties. The Planning Commission will: <br /> (a) Review and make recommendations to the Council as to a <br /> 10 comprehensive municipal plan, including the land use plan, a community <br /> facilities plan, a transportation plan and recommendations for plan adoption <br /> and execution. <br /> (b) Consider and make recommendations to the Council as to all proposed <br /> subdivisions and plats. <br /> (c) Consider and make recommendations to the Council as to all proposed <br /> amendments to Chapter 15 of this Code regarding zoning. <br /> 20 (d) , Consider, hold hearings and make recommendations on conditional use <br /> permit applications. <br /> (e) Review all applications for variance to zoning, hold hearings and make <br /> recommendations to the Council. <br /> (f) Review requests for sign variances. <br /> 305.07 Council Action Without Recommendation of the Planning Commission. If <br /> 30 a matter is required to be referred to the Planning Commission and is referred to the <br /> Planing Commission and if no recommendation is transmitted by the Planning <br /> Commission to the Council within 60 days after referral to the Planning <br /> Commission, the Council may take action without such recommendation. If a <br /> matter not required to be referred to the Planning Commission is referred to the <br /> Planning Commission, the Council may at any time take action without the <br /> recommendation of the Planning Commission. <br /> Section 315 PUBLIC SAFETY <br /> 40 315.01 Policies. The Council has the authority and duty to provide for the <br /> government and good order of the City, the suppression of vice and immorality, the <br /> prevention of crime, the protection of public and private property, the benefit of <br /> residence, trade, and commerce, and the promotion of health, safety, order, <br /> convenience, and the general welfare of the residents by means not inconsistent <br /> with the Constitutions and laws of the United States and the State of Minnesota. <br /> 29 <br />
