1 <br /> Planning Commission Regular Meeting Minutes <br /> May 19, 1998 <br /> Page 10 <br /> 1 suggested the City needs to look at the impact of the Quarry area and that the subject area may.be <br /> 2 ideal for an office/technical development as it is in close proximity to the downtown Minneapolis <br /> 3 area. <br /> 4 Commissioner Gondorchin stated he was pleased to see the process moving forward. He agreed <br /> 5 that the close proximity to the downtown area was a selling point. He suggested that some fine <br /> 6 dining establishments be mixed with the office/technical development. <br /> 7 Ms. Moore-Sykes stated that when she asked Mr. Krier about continued retail,he suggested it <br /> 8 would have to be something compatible to the Quarry or something so unique that it would <br /> 9 attract customers. He suggested Ms. Moore-Sykes contact Dave Childs, and she stated she is <br /> 10 willing to do so. <br /> 11 E. Discussion of Proposed Point-of-Sale Ordinance. <br /> 12 Ms. Moore-Sykes noted the related articles she had included in the packet. She stated that in <br /> 13 response to the question asked at the last Planning Commission meeting, City Manager has <br /> 14 indicated that the Point-of-Sale Ordinance goes as far as the City can with dealing with the public <br /> 15 health and safety issues. <br /> 16 Chair Bergstrom noted that the articles state that these ordinances make it harder for a realtor to <br /> 17 sell a house. He questioned this as these are normally minor repairs. <br /> 18 Commissioner Horst noted there may be major repairs required. <br /> 19 Commissioner Gondorchin stated this is necessary to maintain the housing stock. <br /> 20 Commissioner Horst questioned the case of an elderly person or a family who inherits a home <br /> 21 being faced with repairs that could cost$10,000. He suggested that some of the requirements <br /> 22 may be well intended but not necessarily practical. He saw as many problems with this <br /> 23 Ordinance as he saw solutions. . <br /> 24 -Chair Bergstrom noted that if the repairs are not made, the City subsidizes through lower home <br /> 25 appraisal values. This is the problem which is trying to be.solved with this Ordinance. <br /> 26 Commissioner Horst stated the idea is good but the implementation could be bad. <br /> 27 Ms. Moore-Sykes stated that ultimately this does affect the whole city. If a property becomes <br /> 28 blighted because it is not kept up the whole community suffers. <br /> 29 Commissioner Gondorchin stated he believed that the number of people who could not afford the <br /> 30 repairs was a small percentage. He noted that the blighted homes were addressed with the <br /> 31 housing maintenance code. <br />
