BRW Project Understanding <br /> A MWES a MOORE GROUP COMPANY <br /> Issues We understand that the City of St. Anthony is concerned about the long- <br /> term future of the property bounded by Kenzie Terrace, Lowry Avenue <br /> and Highway 88, the southern gateway to the community. Once a <br /> thriving community shopping center, these properties have lost their <br /> competitive advantage because of changes in the highway system and the <br /> advent of stronger centers, first Apache Plaza (which itself is undergoing <br /> change), then Rosedale and most recently The Quarry. <br /> We also understand that the City Council wishes to help the property <br /> owners of the subject area consider a range of possible future uses for their <br /> holdings and evaluate them in light of what they perceive to be market <br /> potentials, personal interests and community support. .The Council hopes <br /> that through this process the landowners will be positioned to respond in <br /> an effective and timely manner when conditions are right. This process <br /> may also help the City consider what its role, if any, should be in <br /> promoting change that will benefit the larger community. The subject <br /> properties are important to St. Anthony not only for their tax base <br /> potential but also for their appearance and image as the community's <br /> southern "front door." <br /> Previous City The City became involved in helping property owners reposition their <br /> Involvement holdings in the early 1980s after the previous comprehensive plan, and that <br /> market analysis and design study resulted eventually in major new housing <br /> developments north and south of Kenzie Terrace. The least successful <br /> portion of the shopping center was removed but the fundamental <br /> weaknesses of the remaining properties remained. These private and <br /> public investments have had a substantial positive impact on the image and <br /> potential of the area and illustrate the scale and quality of what might be <br /> achieved in-the future. <br /> A few years later, a more limited design study led to further <br /> redevelopment, infill housing and a landscaped buffer along the north side <br /> of Kenzie Terrace.
