3.30 DWELLING, MAINTENANCE AND OCCUPANCY CODE. <br /> 3.31 Title. Sections 3.30 through 3.394 of this chapter shall be known,cited,and referred to as the <br /> New Hope Dwelling Maintenance and Occupancy Code, except as referred to herein, where <br /> it shall be known as the Dwelling Code. <br /> 3.32 Purpose and Obiectives. The purpose of the Dwelling Code is to protect the public health, <br /> safety, and the general welfare of the people of the City. <br /> 3.321 General Obiectives. General objectives of the Dwelling Code include, among others, the <br /> following: <br /> 3.321 (1) Protection. To protect the character and stability of all areas within the City. <br /> 3.321 (2) Prevention of Adverse Conditions. To correct and prevent conditions that <br /> adversely affect or are likely to adversely affect the life,safety, general welfare, <br /> and health, including the physical, mental, and social well-being of persons <br /> occupying or utilizing structures within the City. <br /> 3.321 (3) Health Standards. To provide minimum standards for cooking,heating, sanitary <br /> equipment, light, and ventilation necessary to health and safety., <br /> 3.321(4) Overcrowding. To prevent the overcrowding of dwellings by providing minimum <br /> space standards per occupant for each dwelling unit. <br /> 3.321 (5) Maintenance. To provide minimum standards for the maintenance of existing <br /> buildings, and to thus prevent deterioration and blight. <br /> 3.321 (6) Land Values. To preserve the value of land and buildings throughout the City. <br /> 3.322 Discrimination and Privacy. Inspection and enforcement shall be based on the <br /> requirements of this Dwelling Code only and shall not be used to discriminate against any <br /> person on any basis not specified herein. Neither is it the intention of the City Council by <br /> the enactment of this Dwelling Code to interfere or permit interference with legal rights <br /> to personal privacy. <br /> 3.323 Right to Livelihood. The City Council does not,by this Dwelling Code, intend to deprive <br /> any person of the right to livelihood,except when the pursuit of that livelihood is liable to <br /> be deleterious to the public health, safety, or general welfare of the people of the City. <br /> 3.324 Contractual Relationships. With respect to rental, lease, or sale disputes, and except as <br /> otherwise specifically.provided in the terms of this Dwelling Code, it is not the intention <br /> of the City Council to intrude upon the fair and accepted contractual relationship between <br /> tenant and landlord or between buyer and seller. The City Council does not intend to <br /> intervene as an advocate of any party, nor to act as an arbiter, nor to be receptive to <br /> complaints which are not specifically and clearly relevant to the provisions herein,nor to <br /> be responsible for certification of the condition of structures,fixtures,or facilities, except _ <br /> at the time of inspection.
