All fences shall consist of metal,wood,maintained in good <br /> condition both in appearance and in structure. Wood material, other than decay <br /> resistant varieties, shall be protected against decay by use of paint or other <br /> preservatives. If twenty-five percent or more of the exterior surface of such a <br /> structure is unpainted, or determined by the Director of Fire and Safety to be <br /> paint blistered, the surface shall be painted. <br /> 3.355(6) Accessory Structure Maintenance. Accessory structures supplied by the owner, <br /> agent, or tenant occupant shall be structurally sound, and be maintained in good <br /> repair and appearance. The exterior of such structures shall be made weather <br /> resistant through the use of decay-resistant materials such as paint or other <br /> preservatives. If twenty-five percent or more of the exterior surface of such a <br /> structure is unpainted, or determined by the Director of Fire and Safety to be <br /> paint blistered, the surface shall be painted. <br /> 3.355 (7) Landscaping. Every yard, setback and every area not designated for buildings, <br /> circulation,parking,recreation areas,and storage shall be provided with lawn or <br /> combined ground cover of vegetation, garden, hedges, trees and shrubbery. <br /> Provided landscaping shall be maintained in good condition. Vacant land shall be <br /> maintained in accordance with Chapter 9.70. When landscaping originally <br /> provided and/or required wholly or partially in multiple dwelling,commercial or <br /> industrial area for purposes of screening is found to be deficient in fulfillment of <br /> this purpose due to inadequate provision or lack of proper maintenance, the <br /> Director of Fire and Safety may require compliance with landscaping and <br /> • screening provisions for new construction in accordance with Chapter 4. <br /> 3.355 (8) Grading and Drainage. Every yard, court, passageway, or other portions of a <br /> premises not designated as a storm-water ponding area shall be graded and <br /> drained so as to prevent the accumulation of water that will be a hazard to health <br /> and safety. <br /> 3.355 (9) Gutters and Downspouts. Provided gutters, leaders, and downspouts shall be <br /> maintained in good working condition as to provide proper drainage of storm <br /> water. In no case shall storm water be channeled into the sanitary sewer system. <br /> Neither shall storm water, ice, or snow be directed onto, or channeled across <br /> walkways or streets where it is liable to be a hazard to life or health. <br /> 3.356 Minimum Standards for Rodent and Vermin Control. Every building or accessory <br /> structure and the premises on which it is located shall be maintained in a rodent-free and <br /> rodent-proof condition. <br /> 3.356 (l) Exterior Walls, Foundations. Floors and Roofs All openings in the exterior <br /> walls, foundations, basements, ground or first floors, and roofs which have a <br /> half-inch diameter or more opening shall be rodent-proofed in an approved _ <br /> manner if they are within forty-eight inches of the existing exterior ground level <br /> immediately below such openings,or if they may be reached by rodents from the <br /> ground by climbing unguarded pipes, wires, cornices, stairs, roofs, and other <br /> items such as trees or vines or by burrowing. <br /> • <br /> 3.356.(2) Windows and Doors.
