ODD
0
OERTEL ARCHITECTS
1795 SAINT CLAIR AVENUE,SAINT PAUL,MN 55105
TEL:651/696-5186 FAX 651/696-5188
DATE: June 3, 2003
TO: City of St. Anthony: Susan Hall
FROM: Jeff Oertel
RE: St. Anthony Public Works Building
Public Works Project Description
The proposed development includes a number of new and existing features, all located
on the existing two and a half acre public works site. The new main building is
proposed to be 29,700 square feet in size, and will house the majority of the public
works vehicles. It will also include maintenance bays, shoFs, staff areas, lunch room,
offices, restrooms, storage and related functions.
This building is primarily of tilt-up pre-cast panels, and includes a number of overhead
doors for access. It is hoped that an exposed aggregate stone and colored matrix within
the concrete panels will be the finish for these walls. If costs become an issue, the
textured panels will be painted concrete. A flat-roof design is planned and the walls
will be 23 feet in height. Attached to the taller concrete shell are shorter storage
building wings or saddlebags. These will have low-sloped roofs with metal panels at
the exterior walls.
Positioned at the front of the building is a lower and more articulated office wing, with
a public entry and a separate entrance for staff. This wing has a flat roof, and walls of
burnished block, glass curtainwall and metal panels. There will be ample vision glass
to monitor the site, obtain daylight and provide desirable views of the outdoors
(currently not available at the site).
Since public works operations require considerable paving, only perimeter portions of
the site will be landscaped. Trees and bushes are planned for the front of the site and
site perimeters. The main approach to the site (at the southeast) will include a holding
pond, which is designed to contain the storm run-off from the majority of the site.
Although this may not required by the local Watershed District, it is considered good
policy to include this pond for treatment and delayed flow of the storm water.
Other elements on site include a fueling island, fencing, parking, a police impound lot,
site bulk storage, a salt storage building and a small utility building which is re-cycled
from a portion of the existing building. All of the more unsightly and utilitarian
functions are proposed to be toward the center or rear of the site.
