■
■
■ INTRODUCTION
■ GENERAL CONCEPT PLAN
• The Village at St.Anthony project envisions the creation of a
■ mixed-use urban village on a 50-acre site dominated by the
nearly vacant Apache Plaza mall.A compact, walkable neigh-
borhood will mix a variety of housing types with retail and
commercial uses. The development will connect to the exist-
ing adjacent neighborhood and provide a transit friendly en-
vironment.
The proposed neighborhood will be tied together by two major
■ elements. The first is the creation of a central roadway flow-
ing east-west through the site (an extension of 39th Street).
This new roadway will be enhanced by streetscape elements
® and transit improvements. The second key feature is the cen-
tral park facility that will serve the dual purpose of park and
® open space amenity and significant water quality treatment.
■ Neighborhood, street front retail uses will line the new cen-
tral roadway. Their economic success will be supported by
the draw of customers to the existing Cub Food store and a
new, large retail anchor. The proposed housing will include
■ several types that are not currently offered in the community,
providing options for current residents and freeing up exist-
ing housing for new families. The design of the entire devel-
opment will be subject to this comprehensive Design Frame-
work Manual, enforced through the PUD.
■ The specific land uses included in the General Concept Plan
are described in Chapter 3.
■
■
August, 2003 3
■
■
