SUBJECT: Sketch Plan Review for the Village at St. Anthony PUD LOCATION: Property Commonly Known as Apache Plaza Mall, generally bounded by Silver Lane on the north, Silver Lake Road on the east, the Soo Line Railroad Right-of- Way on the south, and Stinson Boulevard on the west. APPLICANT: Pratt Ordway Properties; Robert Muir Company; Dominium, Inc.; Hunt Associates BACKGROUND On August 19, 2003, the Planning Commission will meet to conduct a "sketch plan review" of the Village at St. Anthony PUD. This is the first official step in the development review and approval process for the proposed Village at St. Anthony PUD. The information that has been submitted by the development team at this time is actually consistent with the level of information required for the Preliminary Development Plan stage, as defined by the PUD ordinance. Since this is a major project and one of the first to be processed through the new PUD ordinance, we have attached a copy of the ordinance for your reference. Many of you participated in the city's planning process that preceded the developer selection process. You will remember from that process that we intentionally stopped at the point of articulating design principles and objectives, and we anticipated the preparation and adoption of specific design standards when the actual development was proposed. Therefore, attached for your review at this time is the Design Framework Manual for this development. It contains a complete summary of the entire planning process.
